Jim J. Zhao, P.E., F.ASCE, is the president of Frederick Engineering Consultants LLC, a firm specializing in civil/structural engineering and project management. Mr. Zhao is also the president of the Maryland chapter of the Structural Engineering Institute (SEI). With over 25 years of experience in every aspect of bridge engineering, Mr. Zhao is the author and lecturer of the ASCE seminar Bridge Rehabilitation which he presents to bridge engineers all over the country. He is also the author of many publications in bridge design and project management. Mr. Zhao graduated from Tongji University, University of Ottawa, and Universite du Quebec. He is a member of several technical committees with ASCE and ACI. He is currently practicing engineering in Maryland.

Demetrios E. Tonias, P.E., is the president and chief executive officer of HMC Group Ltd., a firm specializing in the development and application of computer-aided civil engineering and management systems. Mr. Tonias is also a member of the Adjunct Engineering Faculty at Union College in Schenectady, New York. As both a design engineer and software developer, he has had the benefit of working in the capacity of an engineer and project manager for a variety of bridge rehabilitation, site development, and public works projects. His responsibilities have included engineering design tasks such as bridge inspection, load rating, superstructure and substructure analysis and design, highway geometrics, site layout and geometrics, final contract drawing preparation, design report preparation, project presentations, and other related tasks. Mr. Tonias has written for technical publications and has made presentations on highway management systems, computer-aided design, and the management of computer-aided design operations. These presentations have been at both national and international engineering seminars.
