<emphasis role="bold">The Problem</emphasis> The results reported in the Standish Group’s report “CHAOS Summary 2009” showed a marked decrease in project success rates, with only 32 percent of projects succeeding; that is, they are delivered on time, on budget, with required features and functionality.
